In response to the Hawaii supreme court’s 1993 ruling that banning gay marriage was unconstitutional, Amendment 2 was passed in 1998 to allow the legislature to ban gay marriage. Unlike many other state constitutional amendments, Hawaii’s does not directly ban gay marriage.
